Construction began in Mar 1665 of a major fortification towards the eastern end of the Plymouth Hoe limestone ridge, as Britain was entering the Second Dutch War. The site included some of an earlier Elizabethan defensive structure and was also part of an integrated arc of fire with Queen Anne Battery on the other side of Sutton Harbour.

It was completed in 1667, just as the Dutch Admiral Michiel de Ruyter was burning the English fleet at anchor in the Medway, near Chatham. King Charles II had not forgotten that during the Civil War just over 20 years earlier, Plymouth had supported the Parliamentarian Cause (to which his father, Charles I, had lost his crown and his head) and made provision for the guns to also be able to face inland.

The Citadel has been modified, strengthened and improved several times since then.

Today, the base has a large parade ground with a helipad and is the home to 29 Commando Regiment, Royal Artillery.
