China signed a 10 year leasing deal with the Djibouti government in Nov 2015 for an area immediately southwest of the Doraleh Multi-Purpose Port. Construction of a 2-spot heliport with 400m runway and hangarage was begun in c May 2017 and appeared complete by that Sep, making this the first ever overseas base for the Chinese military.
By May 2018 construction of a pier into the Gulf of Tadjeub had begun, which is reportedly for a Logistics Support Base to assist the Chinese PLAN in the execution of its maritime security and anti-piracy missions around the Horn of Africa and into the Indian Ocean.
