Jackson, Wyoming – Teton County Search & Rescue (TCSAR) has received its second Federal Aviation Administration certification, earning a Part 135 Air Carrier certificate that places its helicopter programme among the highest operational standards in the United States.

The certificate was presented by officials from the FAA's Denver Flight Standards District Office following the organization's earlier achievement of Part 133 External Load Operator certification more than two years ago.

The Part 133 certification allows TCSAR to conduct external load operations under FAA oversight, supporting organizations including the Wyoming Department of Transportation and Jackson Hole Mountain Resort while operating under the same regulatory framework as commercial helicopter operators.

The newly awarded Part 135 Air Carrier certification required the development and FAA approval of operating manuals, maintenance programmes, pilot training, safety procedures and organizational systems, followed by comprehensive inspections of personnel, aircraft and facilities.

Jon Bourke, TCSAR Director of Aviation Operations, said “Our goal was to build trust by ensuring our aviation program is held to the same standards expected of commercial operators working for federal agencies. We wanted independent oversight from the FAA to demonstrate our commitment to safety, professionalism and operational excellence.”

Although public aircraft operators are not required to obtain Part 133 or Part 135 certification, TCSAR voluntarily pursued both approvals to demonstrate its commitment to the highest standards of aviation safety and accountability.

The certifications also strengthen TCSAR's ability to support federal partners, including Grand Teton National Park, Yellowstone National Park and Bridger-Teton National Forest, under existing cooperative agreements by meeting the same standards required of commercial aviation contractors.

TCSAR emphasized that, despite holding certifications that would permit commercial operations, the organization will continue to focus exclusively on emergency search and rescue and initial attack firefighting missions.

About Teton County Search & Rescue: TCSAR is a volunteer-led organization based in Jackson, Wyoming, providing search and rescue services throughout Teton County and surrounding areas. Since acquiring an Airbus H125 helicopter in October 2023, the programme has supported approximately 60 rescue missions annually. All rescue services are provided free of charge to the public.
