The East Timor population had rejected becoming a partially autonomous state within Indonesia and following outbreaks of violence, INTERFET had stabilised the situation.
Following significant progress in talks between Indonesia and Portugal about the future of East Timor, Indonesia recognised an independent East Timor on 19 Oct 1999. The United Nations Transitional Administration in East Timor (UNTAET) was established by UNSCR 1272 in Oct 1999 and was ready to step up to its work on site on 23 Feb 2000.
