In Caldwell County, Texas, medical services include a variety of hospital and clinic options, such as Seton Edgar B. Davis Hospital in Luling, and other facilities like the Luling Community Health & Dental Center, which provides medical and dental care on a sliding-fee or free basis. For residents with limited income or without existing insurance, there is an Indigent Health Care Program administered by the county, offering basic medical services to those who qualify—eligibility is generally based on income and resource limits.
On the air ambulance front, Caldwell County has significantly upgraded its emergency response capabilities through two key initiatives:
PHI Air Medical – PHI Cares Membership Program: Began operating in 2010. As of November 1, 2022, the county, the City of Luling, and the City of Lockhart entered into a membership agreement with PHI Air Medical (PHI Cares). This program offers all county residents air medical transport benefits, meaning if a PHI aircraft transports a county resident from within Caldwell County or surrounding counties, the resident incurs no out-of-pocket costs, provided they follow membership procedures
AirLIFE TEXAS 1 (Air Methods) Base in Lockhart: Opened in June 2025, this permanent base is the first and only air medical helicopter stationed within Caldwell County. Operating 24/7, it responds to trauma incidents, heart attacks, strokes, pediatric emergencies, burns, motor vehicle accidents, and provides interfacility critical care transports. The Bell 407 GXP is equipped to function as a flying ICU, carrying blood and advanced devices like the Zoll AutoPulse® NXT for high-quality chest compressions in flight.
